Banners - Conditions to Erect

Conditions to Erect a Banner in Bong Bong Street, Bowral

General

1. A community event (which must include a charitable component) may be advertised using a banner hung across Bong Bong  Street between the Royal Hotel and the National Australia Bank. 
2. The community event to be advertised must be taking place within Wingecarribee Shire.
3. Organisations are permitted to advertise an event only once per year for a period of one week by means of erection of banner signs.  Banners are erected on a Monday and taken down the following Monday.
4. Not more than one (1) advertising banner is permitted to be erected in Bong Bong Street at any one time. 
5.  It should be noted that the Roads and Traffic Authority does not allow the advertising of religion, alcohol, political statements or anything that may be considered offensive.
6. The applicant must first check with Council regarding the suitability of the event and also check that their desired week to hang the banner has not already been taken.
   
   Liability
   
7. The applicant accepts full responsibility for the banner and its moorings.  Council is not liable or responsible for banners which are lost or damaged. 
8. The applicant accepts liability for any claim that may occur as a result of this approval.
9.  A copy of a Certificate of Currency of the applicant’s Public Risk Liability insurance cover, to the value of not less than twenty (20) million dollars must be submitted to Council.  The insurer is to be requested to note Council’s interests on a Certificate of Currency such that the following statement is placed under the heading ”Interested Parties”: ”The Wingecarribee Shire Council noted for its interests in respect of a banner being erected over Bong Bong Street just south of Wingecarribee Street from (the period of the banner erection for which insurance is requested).”
   
   Approvals and Erection
   
10. Both property managers require that Andrew Farquhar puts up and takes down the banner.  There is a charge for this service of $250 + GST.  Please contact Andrew Farquhar on 02 4862 2210 (wk), 04 0846 1453 (mobile), 02 85690341 (fax) or farquharsfurniture@bigpond.com (email) once permission has been granted by Council.  He is also sent a copy of the approval letter.
11. Note that it is not permissible to attach banners to traffic signal poles, power poles, electric light poles, street signs or parking signs.  The banner is erected a minimum clearance of 5.5 metres from the roadway and is fixed above the shop awnings.
    
    Banner Design and Layout
    
12. Commercial advertising is not permitted on banners, however, a logo of a sponsor or its organisation may be incorporated in the banner design.  The logo of a sponsor is to be a maximum of 10% of the total space on the banner.  If several sponsor logos are to be included then the maximum space is to be no more than 15% of the total banner space.  Please note that the intention of allowing the display of the banner is to promote the community event and not a commercial enterprise.
13. The caption on the banner is to be succinct.  The message must be limited to a maximum of 70 characters, preferably less.  The use of colours or display styles which may conflict with road signs is not permitted.
14. The minimum lettering height to be used in the banner design (for a speed limit of 50 km/h) is 250mm.  Larger letter size is required for higher speed roads – 80 km/h requires 320mm and a 100 or 110 km/h speed limit requires 400mm.  It is important in terms of safety that the message can be easily read by motorists and other road users.
    
    Banner Fabrication
    
15. Banners are to be fabricated using a sturdy material such as PVC or canvas that will not tear in the wind and thereby present a hazard to traffic.  TYVEK is not an acceptable material for the construction of banners.
16. The width of the banner must be between 0.9 and 1.0 metres wide.  The length of a banner must be between 5 and 10 metres long.
17. It is essential to provide reinforced holes so that wind loadings are minimised and damage to the banner is prevented.  Banners must include air holes of not less than 12cm diameter at 800mm centres. 
18. The banner and ropes shall no be less than 28 metres long so that there is sufficient length to secure the banner.  Tape or twine is not an acceptable alternative to rope. 

Should you wish to proceed with the erection of the banner please provide written acceptance of the conditions of this approval, and documentation confirming compliance with condition 9 above.
